Why combine Search Console with citation data?
On their own each misleads. Search Console shows classic search only; citation data shows answers only. A page ranking third but cited by nothing is the specific problem worth fixing, and you only see it when both sit side by side.
Do I need Search Console connected?
Yes, the HTTP request step pulls from it. Connect it under Settings, then the agent can run.
How are the edits prioritised?
By the visibility each would recover — a page with real impressions that no engine cites ranks above one nobody finds either way.
